    Position Summary

    The Technical Operations Lead is a senior technology leadership role responsible for overseeing and coordinating the adoption of future-state operational processes and technical solutions for a large-scale enterprise transformation initiative. This position works closely with program leadership, technical teams, business stakeholders, implementation partners, and organizational technology groups to ensure successful deployment and ongoing operation of business-critical systems.

    The Technical Operations Lead will serve as a key member of the program’s technical leadership team and will collaborate across project management, technical, security, testing, change management, and business functions to identify, recommend, and implement effective operational solutions.

    Key Responsibilities

    Operational Strategy and Governance

    • Collaborate with program and organizational leadership to establish future-state operational frameworks, support models, and governance structures.
    • Define operational roles, responsibilities, processes, and procedures required to support implementation and ongoing operations.
    • Develop and maintain operational readiness plans and transition strategies for post-implementation support.
    • Establish processes for managing system maintenance, software upgrades, patches, and ongoing configuration changes.

    Stakeholder Engagement and Technology Adoption

    • Partner with technology teams, business units, and stakeholders across the organization to support successful solution adoption.
    • Serve as the primary liaison for local technology teams regarding operational readiness, implementation planning, access management, testing coordination, and issue resolution.
    • Gather, track, and manage technology requirements, risks, dependencies, and operational concerns.
    • Coordinate approval processes, implementation activities, and readiness assessments.

    Systems Integration and Operational Planning

    • Support planning and execution of activities related to system implementations, integrations, migrations, and modernization efforts.
    • Coordinate operational requirements for legacy system retirement, data migration, security transitions, and integration strategies.
    • Ensure operational plans address compliance, business continuity, service management, and organizational support needs.
    • Partner with implementation vendors and internal teams to oversee operational deliverables throughout the project lifecycle.

    Service Management and Operational Excellence

    • Assist in developing and maintaining service management processes and operational support models.
    • Monitor service-level agreements (SLAs), operational metrics, and vendor performance.
    • Recommend improvements to operational processes, support structures, monitoring capabilities, and system performance.
    • Establish operational procedures for incident management, problem management, change management, and escalation processes.
    • Support implementation of help desk, hypercare, and production support functions.

    Security, Risk, and Compliance

    • Work with security, risk, and compliance teams to ensure operational processes align with organizational requirements.
    • Review implementation plans for security and compliance considerations.
    • Support audit reviews, risk assessments, remediation activities, and ongoing compliance monitoring.
    • Assist in developing and maintaining procedures to support organizational security standards and controls.

    Testing and Quality Assurance

    • Coordinate and support testing activities, including system testing, integration testing, user acceptance testing, end-to-end testing, performance testing, security testing, and disaster recovery testing.
    • Ensure operational readiness requirements are incorporated into testing activities.
    • Partner with quality assurance teams to validate solution readiness and operational support capabilities.

    Program Leadership

    • Manage planning, delivery, and implementation of operational work products and technical deliverables.
    • Track risks, issues, dependencies, and project progress.
    • Provide status reporting and executive-level communications regarding operational readiness and implementation activities.
    • Communicate project progress, operational risks, and potential impacts to program leadership.
    • Support cross-functional collaboration to ensure alignment between business needs and technical solutions.

    Required Qualifications

    • Extensive experience in technical operations, enterprise technology implementations, or IT service management.
    • Demonstrated experience in technical leadership roles with responsibility for operational strategy and execution.
    • Strong understanding of Software-as-a-Service (SaaS) environments and cloud-based technology solutions.
    • Experience supporting enterprise applications through all testing phases, including unit, system, integration, and user acceptance testing.
    • Knowledge of relational databases, SQL, application interfaces (APIs), and enterprise integration concepts.
    • Experience with infrastructure, networking, and security technologies.
    • Familiarity with industry-standard frameworks such as ITIL, NIST, ISO 27001, or similar governance and security standards.

    The Business Analyst will be integral to large projects for applications that support investigations, quality management, operations, and legal business units as well as business processes related to these core functions including integrated systems.  In this role under the direction of a Project Manager/Business Analyst (PM/BA), the Business Analyst will be involved in the modernization applications including Home and Community Services Information System (HCSIS) and Quality Enhancement License and Certification (QE5). HCSIS is the primary application to monitor the Center for Medicaid Services (CMS) including the individuals served under the four Acquired Brain Injury / Moving Forward Plan (ABI/MFP) residential and non-residential waiver programs administered by MassHealth/CMS.     Job Overview

    Our client is seeking to hire a motivated IT Senior Quality Assurance Analyst to join its Medicaid Systems Development (MSD) team supporting MassHealth Applications. MassHealth (MH) is the office that administers the Medicaid program and the Children’s Health Insurance Program (CHIP) in Massachusetts. MassHealth applications provide critical support for access to health care for some of Massachusetts’ most vulnerable individuals. This individual primary responsibility is to support Health Safety Net (HSN) application. HSN pays acute care hospitals and community health centers for certain essential health care services provided to qualified uninsured and underinsured Massachusetts residents.

    The Sr. Quality Assurance Analyst’s primary role is to support HSN. You will assist in managing the testing activities for HSN; in addition, you will also support other MSD applications. You will conduct requirement analysis, design, and develop test cases and execute them by both manual and automated methods. You will capture defects in the tracking system and develop day-to-day test metric reporting. You will also provide backup support for the test manager. This position is anticipated to be a long-term engagement and is currently a hybrid remote position with the candidate able to come into the Quincy MA office when requested.

  • Project Funding Manager

    Position Overview

    Project Funding Manager (PFM) to support strategic data and technology initiatives within the healthcare & local state initiatives. 

    This role is responsible for securing, managing, and maintaining federal funding for major technology investments. The Project Funding Manager will oversee funding documentation, budgets, forecasts, compliance activities, vendor alignment, and federal submissions to ensure projects remain eligible for federal funding.

    A key component of this position involves managing Advanced Planning Documents (APDs), the formal planning and funding vehicles required to obtain and maintain CMS approval for Medicaid technology initiatives.

    This role is ideal for someone who excels at managing complex funding and contract processes, bringing structure to cross-functional initiatives, maintaining detailed documentation, and partnering with stakeholders across technical, financial, legal, procurement, and leadership teams. Prior APD experience is helpful but not required.

    Reporting Structure

    • Reports to the PMO Lead
    • Collaborates closely with leadership and cross-functional partners including Finance, IT, Procurement, Legal, Vendors, and CMS stakeholders

    Key Responsibilities

    APD & Federal Funding Management

    • Lead the development, coordination, and submission of APDs, APD updates, CMS submission packages, funding tables, and supporting narratives
    • Translate project plans, milestones, budgets, risks, and technical requirements into clear CMS-compliant documentation
    • Coordinate responses to CMS inquiries and approval conditions
    • Monitor CMS policy updates, Medicaid Enterprise System guidance, and APD requirements to ensure compliance

    Financial Oversight & Budget Management

    • Track project funding, expenditures, forecasts, federal/state share allocations, amendments, and budget variances
    • Develop funding status reports and executive updates for leadership
    • Review timecard coding and funding allocations to ensure compliance with federal funding requirements
    • Maintain funding documentation and support ongoing financial planning activities

    Contract & Vendor Management

    • Partner with Procurement, Legal, and project teams to support the development and review of RFPs, contracts, amendments, Statements of Work (SOWs), and related documentation
    • Ensure vendor agreements and deliverables align with approved funding and APD requirements
    • Track vendor milestones, contract periods, amendments, and deliverables

    Project Coordination & Stakeholder Management

    • Coordinate information gathering across project, technical, finance, procurement, and leadership teams
    • Maintain submission calendars and funding deadlines to prevent interruptions in Federal Financial Participation (FFP)
    • Facilitate meetings, document decisions, track action items, and drive follow-up activities
    • Develop project plans, monitor milestones, and manage funding-related workstreams in a matrixed environment

    Governance, Compliance & Process Improvement

    • Support compliance reporting, systems certification activities, and audit readiness
    • Maintain templates, standard operating procedures (SOPs), repositories, and version-controlled documentation
    • Prepare executive briefings, risk summaries, decision materials, and status reports
    • Promote project management and financial management best practices across APD-funded initiatives

    Required Qualifications

    • 5+ years of experience in project management, program management, grants administration, public funding, contract management, project finance, or a related field
    • Experience managing budgets, forecasts, financial reporting, and funding documentation
    • Demonstrated ability to lead complex cross-functional initiatives involving finance, procurement, legal, technology, and executive stakeholders
    • Strong written communication skills with the ability to translate technical, financial, and contractual information into clear, concise documentation
    • Strong project management, stakeholder management, analytical, and executive communication skills
    • Experience supporting vendor management, contract administration, procurement activities, RFPs, SOWs, amendments, and deliverable tracking

    Preferred Qualifications
